El activo más valioso que tiene la nación cumple un nuevo aniversario en un contexto caracterizado por la implementación de los acuerdos de paz y de frente a un panorama crítico sobre el autoabastecimiento de crudo, debido a que tenemos reservas para un poco más de cinco años, tal como lo indican las fuentes oficiales del Ministerio de Minas y la Agencia Nacional de Hidrocarburos, A.N.H.

Lo anterior, indiscutiblemente genera un escenario retador para la economía del país y para la misma estatal petrolera, Ecopetrol, que produce 705 mil barriles diarios del total de 850 mil de producción nacional.

La explotación petrolera en el país tiene casi un siglo, empezó en los campos petroleros del centro en manos de la multinacional Tropical Oil Company pero una huelga desarrollada por la Unión Sindical Obrera, USO, en 1948 obligó a que el gobierno de la época creara la empresa estatal Ecopetrol, desde del 25 de agosto de 1951 tal como le advertía el periódico El Espectador en su editorial: “en el fondo, lo que se ha planteado (…) no es un problema de trabajo, sino algo muy distinto: uno de política petrolera, que no puede resolver ni la empresa, ni los trabajadores, sino el Estado”.

Desde entonces la empresa se fortaleció con reversiones de campos de producción, con la operación directa de las refinerías de Barrancabermeja y Cartagena al igual que con la red nacional de transporte.

Durante los últimos diez años (2007-2016) nuestra empresa le ha aportado a la nación por impuestos, regalías y dividendos 184 billones de pesos, recursos que evidencian su importancia en la economía del país. Sin embargo, los últimos gobiernos han tomado decisiones que la ponen en riesgo de ser privatizada, tales como la división de la empresa en filiales, la regresiva aprobación de la venta de Propilco por parte de la junta directiva de la empresa y del gobierno del presidente Santos, la amenaza de vender Cenit, la filial encargada del manejo del transporte de hidrocarburos, una de las empresas más rentables del grupo empresarial, la decisión de no modernizar la Refinería de Barrancabermeja y la corrupción representada en sobrecostos en los proyectos de Reficar y Bionergy.

Las amenazas de privatización de la empresa se pueden conjurar solo si los trabajadores articulamos con las comunidades, tal como se definió la semana pasada en Barrancabermeja, para adelantar acciones de movilización como el paro cívico regional, convocado para mediados de octubre, para exigirle al actual gobierno y a la junta directiva de Ecopetrol que cumpla la deuda social que tiene con la ciudad y que se adelante la modernización de la Refinería, porque no hacerlo sería facilitarle el negocio a los importadores de combustibles y volverla inviable financieramente en el mediano plazo.

Ratificamos nuestro compromiso con la defensa de la industria del petróleo siempre y cuando se desarrolle de forma sostenible y responsable con el medio ambiente y los grupos de interés. En el nuevo escenario del diálogo minero-energético hemos opinado que como parte de la construcción de paz, la riqueza que produce la explotación del recurso en cualquiera de sus negocios debe contribuir a mejorar la calidad de vida de los habitantes que están en las zonas de donde se extrae, procesa o transporta el recurso, se deben desarrollar conjuntamente con el gobierno e implementar políticas públicas incluyentes, satisfacer las necesidades sociales, vías de acceso en las mejores condiciones, el desarrollo de proyectos y de economías alternativas que no cambien la vocación de los territorios. No es justo que la renta petrolera en su mayor parte sea destinada al gobierno central y las ganancias sean para las empresas operadoras.
